Isle of Man Ship Registry 2022

THE FOUR PILLARS
Cameron Mitchell outlines the updated offerings from the Isle of Man Ship Registry for 2022 and onwards

t the Isle of Man Ship Registry we have spent the winter reviewing our offerings to yachts in order to
make sure that our products are fit for the superyachts of 2022, where owners require maximum flexibility. We have created a brand new survey and certification regime, known as ‘Pleasure Yacht Charter Ready’, and we have revamped our existing survey regimes. We believe we now have a survey scheme to fit the operating profile of every yacht and clear advice to help you find the scheme that is right for you.

The four survey schemes that are now available to yachts registered in the Isle of Man are as follows:

Commercial Yacht
The commercial yacht scheme is intended for yachts that will predominantly operate with a commercial Certificate of Registration (CoR), although there is scope for the yacht to spend short periods with a pleasure CoR.

  • Yacht must be 24m or over and built to the REG Yacht Code Part A
  • Requires full compliance with all commercial regulations at all times
  • Permits up to 12 paying passengers when operating under a commercial CoR
  • Yacht must be predominantly commercial but may switch to pleasure CoR for short periods

Pleasure Yacht Charter Ready
The PYCR scheme is a new survey regime designed to fit the needs of yachts which operate predominantly with a pleasure CoR, but that wish to undertake occasional charter activity that requires quick and easy transfers between pleasure and commercial CoR, often at short notice.

  • Yacht must be 24m or over and built to the REG Yacht Code Part A
  • Requires full compliance with all commercial regulations at all times
  • Permits up to 12 paying passengers when operating under a commercial CoR
  • Yacht must be predominantly pleasure but may switch to commercial CoR for short periods

Pleasure Yacht Plus
Pleasure Yacht Plus has been developed in response to changes within the yachting industry, whereby owners are increasingly in favour of the simplicity and flexibility of owning a pleasure yacht. However, this can often have the unintended consequence of reducing levels of safety and crew welfare, since pleasure yachts are not routinely inspected by a third party. Pleasure Yacht Plus allows voluntary compliance with commercial regulations, with third party verification by Ship Registry surveyors.

  • Yacht must be 24m or over
  • Allows the operator to voluntarily comply and be certificated against the commercial regulations of their choosing. Compliance with certain regulations will only be possible if the yacht is built to the REG Code
  • Does not permit paying passengers
  • No ability to switch to commercial CoR

Pleasure Yacht
A pleasure yacht is not required to comply with any commercial regulations and is not subject to survey by Isle of Man Ship Registry Surveyors. However, it should be noted that there will be other survey requirements (e.g. MARPOL surveys).

  • Open to yachts of any size
  • Does not comply with any commercial regulations; No requirement for vessel to be built to REG Code
  • Does not permit paying passengers
  • Can not switch to commercial CoR

We have also made a couple of changes to the way in which a yacht will transition from a Pleasure CoR to a Commercial CoR and vice versa. Firstly, the yacht’s certificates will become Statements of Compliance when the yacht is operating under a Pleasure CoR. This is to ensure that surveys are kept up to date and recorded.

Secondly, yachts will require a short remote inspection when transitioning to a Commercial CoR. There is no additional charge for this, and it is simply so we can ensure all commercial documentation is valid and up to date – saving any confusion or issues further down the line.

Further details on the survey schemes can be found on our website, within MSN 075. Please get in touch with us and our team would be delighted to discuss the pros and cons of each scheme with you.
